Proposers must account for this in their budget, per the instructions provided in Section 7.3 of ROSES-25 A.1 Earth Science Research Overview . NOTICE: July 28, 2026. A set of slides describing the Application Readiness Levels (ARLs) has been posted under "other documents" on the NSPIRES page for this program element. Text regarding ARLs has been added to a few locations in Section 2 and a row has been added to the Summary Table of Key information in Section 4. New Text is in bold and deleted text is struck through. We anticipate posting a FAQ under "other documents" after the pre-proposal teleconference on August 31, at 1 pm Eastern Time. NOTICE: Amended July 17, 2026. This amendment presents a new program element in ROSES-2025. Proposals are due October 15, 2026. The pre-proposal teleconference will be held on August 31, at 1 pm Eastern Time on a no-advance-reservation, first-to-dial-in basis. Teleconference information will be posted under other documents on the NSPIRES page for this program element approximately 2 weeks after the element release. This new program element solicits a broad range of research and applications including topics from what were previously individual program elements (agriculture, disaster resilience, natural resources, health and air quality, water resources, wildland fire, energy systems, and resilient infrastructure). The S/T/M Section of the anonymized proposals is limited to ten (10) pages, see Section 3.1 of this program element. Proposals submitted to this program will be evaluated using dual-anonymous review. Proposers must be affiliated with an institution at nspires.nasaprs.com/ and, in general, NASA provides funding only to U.S. institutions. Organizations outside the U.S. that propose on the basis of a policy of no-exchange-of-funds; consult the NASA Grant and Cooperative Agreement Manual (GCAM) (https://www.nasa.gov/grants-policy-and-compliance-team/#Regulations) for specific details. Some NRAs may be issued jointly with a non-U.S. organization, e.g., those concerning guest observing programs for jointly sponsored space science programs, that will contain additional special guidelines for non-U.S. participants. Also reference the GCAM for special instructions for proposals from non-U.S. organizations that involve U.S. personnel for whom NASA support is requested.
