■目的・概要 2050年のカーボンニュートラル、2040年のエネルギーミックス達成に向けては、再生可能エネルギー（以下「再エネ」という。）の最大限の導入・活用が必要不可欠である。2040年の電源構成は再エネ比率が４割～５割程度と設定されており、より一層の再エネ電源導入促進の観点から蓄電池への期待は非常に大きいものとされている。 また、DRへの活用が可能な蓄電池の更なる活用を図り、電力需給ひっ迫時だけでなく再エネ出力制御対策にも活用することで、電力の安定供給及び再エネ電源の更なる導入加速に貢献する。 ■応募資格 （蓄電池アグリゲーター） 以下①～⑥の要件を全て満たす事業者を、蓄電池アグリゲーターとして、SIIは登録及び公表をする。 ①日本国内において事業活動を営んでいる法人であること。 ②補助事業者の事業を確実に遂行するために必要な経営基盤を有し、事業の継続性が認められる者であること。 ③需要家所有の蓄電システムの状態を監視し、遠隔制御・制御指示等することが可能な者であること。 本事業の実施及びその後の各種電力市場等への調整力等の供出に関して、法令、規程、エネルギー・リソース・アグリゲーション・ビジネスに関するサイバーセキュリティガイドライン（以下、「ERABサイバーセキュリティガイドライン」という） 、その他各種セキュリティガイドライン等に基づいた適切な対策等を実施できる者であること。 遠隔制御・制御指示等を実施するにあたり、蓄電システムとは別に新たにIoT化関連機器を設置する場合は、JC-STAR★1を取得したIoT化関連機器を通じて制御を行う者であること。 ⑤ 経済産業省から補助金等停止措置又は指名停止措置が講じられていない者であること。 ※その他、公的資金の交付先として社会通念上適切と認められない者からの申請は認めない。 ⑥その他、公募要領P.21に記載する蓄電池アグリゲーターの役割を全て責任をもって遂行できる者であること。 (小売電気事業者) 以下①～⑥の要件を全て満たす事業者を、小売電気事業者として、SIIは登録及び公表をする。 ①電気事業法第二条の二に基づき、経済産業大臣の登録を受けた法人であること。 ②補助事業者の事業を確実に遂行するために必要な経営基盤を有し、事業の継続性が認められる者であること。 ③本事業の目的に資するDRメニューを有し、需要家に提供可能であること。 ④本事業の実施及びその後の各種電力市場等への調整力等の供出に関して、法令、規程、ERABサイバーセキュリティガイドライン、その他各種セキュリティガイドライン等に基づいた適切な対策等を実施できる者であること。 ⑤遠隔制御・制御指示等を実施するにあたり、蓄電システムとは別に新たにIoT化関連機器を設置する場合は、JC-STAR★1を取得したIoT化関連機器を通じて制御を行う者であること。 ⑥経済産業省から補助金等停止措置又は指名停止措置が講じられていない者であること。 ※その他、公的 資金の交付先として社会通念上適切と認められない者からの申請は認めない。 ⑦その他、公募要領P.26「3-3.小売電気事業者の役割」に記載する本事業内においてのみ求められる小売電気事業者の役割を全て責任をもって遂行できる者であること。 (補助対象事業者) 下記①～⑥の要件を全て満たす者を、補助対象事業者（以下「補助事業者」という。）とする。 ①日本国内において事業活動を営んでいる法人若しくは個人事業主又は日本国内に居住する個人であること。 ② 補助事業により導入する補助対象設備の所有者であること。 ※リース等により補助対象設備を導入する場合は、リース事業者と設備の使用者が共同で申請すること。通常のリース以外又はTPOモデル等での申請をする場合は事前にSIIに確認すること。 ※その他、補助対象設備を自社で活用する予定のない（特別目的会社へ譲渡を予定している等）事業者等は、事前にSIIに相談し指示を仰ぐこと。 ③ 補助事業を確実に遂行するために必要な経営基盤を有し、事業の継続性が認められる者であること。 ※特別目的会社（SPC）の場合は、主たる出資者や出資表明者等による、補助事業の履行に係る確約書の提出が必要。 ※事業期間中の当該SPCへの出資者の変更は認めない。ただし、投資事業有限責任組合契約に関する法律（平成１０年法律第９０号）に規定の有限責任組合員及び商法（明治３２年法律第４８号）に規定の匿名組合員による出資は除く。 ④以下の（１）、（２）のいずれかに該当する者であること。 （１）導入する蓄電システムを対象にDRを行うことについて、蓄電池アグリゲーターとDR契約※１ を締結する者であること。 （２）小売電気事業者が提供するDRメニュー※２に加入する者であること。 DR…
