■目的・概要 この補助金は、「資源国における化石燃料産業等の基盤施設・設備の脱炭素化・低炭素化や、水素、アンモニア、バイオ燃料をはじめとする産業の脱炭素化・低炭素化に資する燃料分野にかかる我が国の有する先端技術の移転、調査・研究等を実施する事業（以下、「資源国事業環境整備事業」という。）に要する経費を補助することにより、脱炭素化・低炭素化に資する燃料の新たな市場創出を実現の上、安定的かつ低廉な供給の確保を図ることを目的とする。」ものとします。（交付要綱から引用） ■応募資格 応募資格：次の要件を満たす民間団体等とします。 ※コンソーシアム形式による申請の場合は、幹事者を決めていただくとともに、幹事者が事業提案書を提出してください。（ただし、幹事者が業務の全てを他の者に再委託することはできません。）日本法人と現地法人の共同申請も可能です。（なお幹事法人及び共同申請者の要件については、以下をご確認ください）その場合の補助金は、幹事法人あるいは共同申請者（日本法人に限る）に交付し、幹事法人あるいは共同申請者（日本法人に限る）から現地法人に分配することとし、当該分配に係る手数料等は補助対象外とします。 （１）単独の申請、または、幹事法人の応募資格 ①日本に拠点を有していること。 ②本事業を的確に遂行する組織、人員等を有していること。 ③本事業を円滑に遂行するために必要な経営基盤を有し、かつ、資金等について十分な管理能力を有していること。 ④経済産業省からの補助金交付等停止措置又は指名停止措置が講じられている者ではないこと。 ⑤経済産業省におけるＥＢＰＭ※に関する取組に協力すること。 （※）ＥＢＰＭ（Evidence-Based Policy Making：証拠に基づく政策立案）とは、政策の企画をその場限りのエピソードに頼るのではなく、政策目的を明確化したうえで合理的根拠（エビデンス）に基づくものとすることです。限られた予算・資源のもと、各種の統計を正確に分析して効果的な政策を選択していくＥＢＰＭの推進は、2017年以降毎年、政府の経済財政運営と改革の基本方針（骨太の方針）にも掲げられており、今後もますます重要性が増していくことが予想されます。 （２）共同申請する場合の幹事法人以外（以下、「共同申請者」）の応募資格 ①日本に拠点を有している、若しくは、現地法人の場合は、以下いずれかの要件を満たした法人であること。 （ⅰ）幹事法人あるいは共同申請者（日本法人に限る）の海外子会社（日本側出資比率１０％以上） （ⅱ）幹事法人あるいは共同申請者（日本法人に限る）の海外孫会社（日本側出資比率５０％超の海外子会社の出資比率５０％超）。 ②本事業を的確に遂行する組織、人員等を有していること。 ③本事業を円滑に遂行するために必要な経営基盤を有し、かつ、資金等について十分な管理能力を有していること。 ④経済産業省からの補助金交付等停止措置又は指名停止措置が講じられている者ではないこと。 ⑤経済産業省におけるＥＢＰＭに関する取組に協力すること。 ※応募に当たって提出された申請書や関連書類に記載の事項に虚偽が認められたり、疑義が生じたりした場合は、採択後であっても、経済産業省はその内容について確認を行い、採択の取り消しを行う権利を留保しているものとします。 ■備考 採択予定件数：特に上限等は設けませんが、予算の範囲内での採択とします。 事業を実施するために直接必要な経費について、予算の範囲内で定額または２／３または１／２とします。 予算額は約１２億円（令和８年度政府予算）です。なお、最終的な実施内容、交付決定額は、経済産業省と調整した上で決定することとします。 ■問合せ先 〒１００－０００４ 東京都千代田区大手町１－９－２ 大手町フィナンシャルシティグランキューブ 「資源権益・安定供給の確保に向けた資源国との関係強化支援事業」事務局 株式会社 野村総合研究所 E-mail: resource-interests-r8-decarbonization-ext@nri.co.jp 〒１００－８９０１ 東京都千代田区霞が関１－３－１ 経済産業省 資源エネルギー庁 資源・燃料部 資源開発課 担当：松尾、鳥原 E-mail: matsuo-yudai@meti.go.jp torihara-tomoya@meti.go.jp ■参照URL (NRI ニュース) https://www.nri.com/jp/news/public_offer/resource_subsidy_fy2026_3.html
