■目的 ２０５０年のカーボンニュートラル、２０４０年のエネルギーミックス実現に向けては、再生可能エネルギー（以下、「再エネ」という。）の最大限の導入・活用による非化石化の推進が必要不可欠である。再エネの導入が全国に比して先行している北海道や九州といった地域では、太陽光や風力等変動再エネのシェアが全需要の７割以上となる断面も出てきており、限られた火力電源を調整力として活用して需給調整を行っている。今後、再エネの更なる活用や導入拡大に向けては、余剰となる再エネの有効活用や再エネの変動を調整する脱炭素化された調整力の確保が喫緊の課題となる。 そこで、令和７年度補正「再生可能エネルギー導入拡大・系統用蓄電池等電力貯蔵システム導入支援事業費補助金」系統用蓄電システム等導入支援事業（以下、「本事業」という。）では、各種電力市場での取引等を通じて余剰再エネの吸収や調整力の供出が可能な系統用蓄電池等（電力系統に直接接続する大規模蓄電池。一般送配電事業者の変電所や、発電事業者等の発電所への併設を除く。）の導入を支援することで、電力のフレキシビリティを確保し、エネルギー危機に強い経済構造への転換を図ることを目的とする。 ■応募資格 以下１）～ ２2）の要件を全て満たす者を補助対象事業者（以下、「補助事業者」という。）とする。 １）日本国内において事業活動を営んでいる法人であること。 ※ 「１－１．事業の目的」 に基づき、一般送配電事業者は対象外とする。 ※ ただし、一般 送配電事業者と発電事業者の両方の立場を有する事業者が発電事業者として、調整力公募を通じた調整力の提供等を目的に本事業へ申請を行う場合は、対象とする。 ２）補助事業により導入する補助対象設備の所有者（※2）及び使用者（※3）であること。 なお、リース等により補助対象設備の所有者と使用者が異なる場合は、設備の所有者が主の申請者、設備の使用者は共同申請者として、２者共同で申請を行うこと。 ⇒公募要領Ｐ.２２「補足１ 共同申請について」を参照のこと。 ※２ 所有者とは、補助対象設備を法人として所持し、固定資産として登録する事業者をいう。なお、共同購入等、特殊な資産登録を予定している申請の場合は、事前にSIIに相談し指示を仰ぐこと。 ※３ 使用者とは、補助対象設備を運転、稼働させることにより各種電力市場での取引等の活用を主体で行う事業者をいう。なお、当該使用者から補助対象設備の実運転を委託され運転・保守管理を主として実施する事業者は含まれない。 注）その他、補助対象設備を自社で活用する予定のない（特別目的会社（SPC）へ譲渡を予定している等）場合は、事前にSIIに相談し指示を仰ぐこと。 ３）補助事業を確実に遂行するために必要な経営基盤を有し、事業の継続性が認められる者であること。 ※ 導入する補助対象設備の所有者が直近の年度決算において債務超過の場合は、対象外とする。 ※ 導入する補助対象設備の所有者が特別目的会社（SPC）であって、設立が１年未満かつ直近の年度決算がない場合は、主たる出資者等の直近の年度決算において債務超過の場合は、対象外とする。 ※ 特別目的会社（SPC）の場合は、主たる出資者や出資表明者等による、補助事業の履行に係る確約書を提出すること。 注）補助事業期間中の当該SPCへの出資者の追加は認めない。ただし、投資事業有限責任組合契約に関する法律（平成１０年法律第９０号）に規定の有限責任組合員及び商法（明治３２年法律第４８号）に規定の匿名組合員による出資は除く。 ４）経済産業省から補助金等停止措置又は指名停止措置が講じられていない者であること。 ※ その他、公的資金の交付先として社会通念上適切と認められない者からの申請は受け付けない。 ５）温室効果ガス排出削減のための以下の取組を実施できる者であること。 【CO２排出量（※４）が２０万ｔ以上の民間企業（※５）】 ≪以下のA及びBの温室効果ガス排出削減のための取組を実施すること。≫ A：2025年度以前分の排出実績に関する実施内容 ※ なお、GXリーグに参加する場合は、これらの取組を実施するものとみなす。 （ⅰ）国内におけるScope1（事業者自ら排出）・Scope2（他社から供給された電気・熱・蒸気の使用）に関する排出削減目標を2025年度及び2030年度について設定し、間接補助事業実施期間が含まれる年度分の排出実績及び目標達成に向けた進捗状況を、第三者検証を実施のうえ、毎年報告・公表すること。第三者検証については、「ＧＸリーグ第三者検証ガイドライン」に則ること。 （ⅱ）（ⅰ）で掲げた目標を達成できない場合にはJクレジット又はJCMその他国内の温室効果ガス排出削減に貢献する適格クレジットを調達する、又は、未達理由を報告・公…
