■目的・概要 本事業は、民間事業者等（民間事業者が民間業界団体等の場合は、当該業界団体等に関連する企業を含む。）（以下「補助事業者」という。）が、次に掲げる事業（以下「補助事業」という。）に要する経費の一部を補助することにより、補助事業者における標準化戦略活動やそれらを通じた市場創出等の促進を目的とする。 （１）標準開発フィージビリティ・スタディ（ＦＳ）調査補助事業 補助事業者が、自身が関係する製品やサービス等に関して具体的なＩＳＯ又はＩＥＣ等のデジュール規格開発に着手できる前の段階にあって、その規格開発への着手に向けて、関係する国内外の市場調査等の標準化活動に必要な事業 （２）ルール形成を用いた社会課題解決型市場形成促進補助事業 補助事業者が、社会課題の解決と事業の持続可能性を両立させる国際的なルールの形成に向けて実施されるフォーラム標準（ＩＳＯ又はＩＥＣ等の公的な標準化プロセスを経ず、特定の利害関係者から構成された組織において、それらの利害関係者によるコンセンサスに基づき制定される基準をいう。）の構築活動に必要な事業 ■応募資格 本事業の応募資格（補助対象事業者）は、次の要件を本事業の公募開始日において満たしている民間団体等とします。 ※コンソーシアム形式による申請の場合は、幹事者を決めていただくとともに、幹事者が事業提案書を提出してください。（ただし、幹事者が業務の全てを他の者に再委託することはできません。） ①日本国内に拠点を有していること。 ②本事業を的確に遂行する組織、人員等を有していること。 ③本事業を円滑に遂行するために必要な経営基盤を有し、かつ、資金等について十分な管理能力を有していること。 ④経済産業省からの補助金交付等停止措置又は指名停止措置が講じられている者ではないこと。 ⑤本事業において知り得た情報の秘密保持を徹底できること。 ⑥経済産業省におけるＥＢＰＭ※に関する取組に協力すること。 ※ＥＢＰＭ（Evidence-Based Policy Making：証拠に基づく政策立案）とは、 政策の企画をその場限りのエピソードに頼るのではなく、政策目的を明確化したうえで合理的根拠（エビデンス）に基づくものとすること。 限られた予算・資源のもと、各種の統計を正確に分析して効果的な政策を選択していくＥＢＰＭの推進は、2017 年以降毎年、政府の経済財政運営と 改革の基本方針（骨太の方針）にも掲げられており、今後もますます重要性が増していくことが予想される。 ■問合せ先 株式会社矢野経済研究所 標準化推進事業事務局 info_standard_support@yano.co.jp ■参照URL http://www.yano.co.jp/standard_support/ second.html
