■目的・概要 蓄電池は、2050年カーボンニュートラル実現のカギであり、電気自動車等のモビリティの動力源や、太陽光・風力等の再生可能エネルギー導入拡大に伴い、その出力変動の調整力等への活用、５Ｇ通信基地局やデータセンター等の重要施設のバックアップ電源、各種ＩＴ機器の電源など、今後の電化社会・デジタル社会において様々な用途で利用される重要物資である。世界的にもその需要が急拡大しており、蓄電池の製造・利用環境の持続可能性すなわちサステナビリティや蓄電池の安全性の確保が求められるとともに、サステナビリティや経済安全保障を足掛かりに、上流資源から川下の製造基盤まで、サプライチェーン全体を囲い込む動きが世界各国で進んでいる。特に、欧州電池規則におけるバッテリーパスポートに関する詳細運用方法に係る実施法の提示などが、今年度中にも予定されている。 このような中、我が国では、2022年8月に策定した蓄電池産業戦略に基づき、蓄電池産業の競争力強化に向けた取組を進めると同時に、蓄電池のサステナビリティの確保に向けて、カーボンフットプリントや人権・環境デューディリジェンス、リユース・リサイクル、データ連携の実現等に係る環境整備を実施している。 一方、国外では、例えば欧州において、2023年8月に電池規則が施行され、蓄電池のカーボンフットプリントや人権・環境デューディリジェンス、リユース・リサイクル、データ連携等に関する規制が欧州市場において導入される。 上記を踏まえ、本事業では、世界各国における環境規制等の動向を踏まえ、蓄電池のエコシステムに関する制度等の整備に資する事業として、リユース・リサイクル、データ連携に関する取組を支援することで、我が国における事業・利用環境整備等、我が国の蓄電池産業のサプライチェーンの強靱化に向けた対策を検討する。 ■応募資格 以下の項目を すべて満たす事業者 を補助対象とします。 （ア）日本法人（登記法人）である民間会社※１又は民間会社を主申請者とする共同体若しくは任意団体等である こと。（地方公共団体※２が、主申請者になることはできません。） （イ）経済産業省が定める補助金等の交付停止事業者に該当していないこと。また、共同申請者、請負先、委託先 についても同様に扱うこと。 （ウ）事業を円滑に遂行するために必要な費用のうち、自己負担分の調達に関し、十分な経営基盤を有している こと。 （エ）委託契約等で民間会社に事業を実施させる場合、民間会社に対して確定検査等を行い確定検査等で確認した 資料の写し等を事業完了後５年以上保管する体制が取れていること。 （オ）事業を運営・管理できる能力を有しており、事業を実施するための実施体制及び管理体制が整備されている こと。 （カ）政府からの EBPMに関する協力要請に応じること。 申請時・事業実施期間中・事業報告提出時等に提供 いただいた情報（提供いただいた情報を加工して生じた派生的な情報も含みます） については、（ⅰ）審査、管 理、確 定、精算に利用します。（ⅱ）効果的な政策立案や、政策の効果検証のため、経済産業省、及び その業務 委託先、独立行政法人、大学その他の研究機関・施設等機関（政策の効果検証（ＥＢＰＭ）目的のみの利活用や 守秘義務等 の遵守に係る誓約書を提出した機関・研究者）に提供・利活用される場合があります。 また、上記を前提として申請・利用・報告等を 行うことにより、データ利活用及び効果検証への協力に同意した ものとみなします。 ※１ 公益法人、社会福祉法人、学校法人、一般企業等 ※２ 地方自治法第１条の３に規定する普通地方公共団体（都道府県及び市町村） 及び特別地方公共団体（特別区、地方公共団体の組合、財産区及び地方開発事業団） ■公募要領・交付規定・申請様式などのダウンロード先 https://www.teitanso.or.jp/chikudenchi2026/download/ ■問合せ先 一般社団法人低炭素投資促進機構 お 問い合わせフォーム： https://www.teitanso.or.jp/contactus/ メール：r8chikudenchi@teitanso.or.jp ■jGrantsの操作マニュアル（事業者用） 操作マニュアル_事業者用.pdf (jgrants-portal.go.jp)
