■目的・概要 ２０３０年の長期エネルギー需給見通しや野心的な温室効果ガス削減目標の実現に向けて、洋上風力発電は大量導入やコスト低減が可能であるとともに、経済波及効果が大きいことから、再生可能エネルギー主力電源化の切り札として推進していくことが必要です。 そこで、本事業では民間事業者、教育機関、公的研究機関等（以下「補助事業者」という。）が洋上風力発電に係る人材を育成するため、事業開発（ビジネス・ファイナンス・法務関連）、エンジニア（設計・基盤技術・データ分析関連）、専門作業員（建設・メンテナンス関連）の分野別に必要となるカリキュラムの策定や実施、カリキュラムの実施に必要な実験設備および風車設備のメンテナンスや洋上作業に係る訓練を行うためのトレーニング施設等の整備を目的として提供を行う費用に対して補助を行い、洋上風力産業界のニーズに即した国内人材の育成を推進し、もって、長期的かつ安定的に洋上風力発電を普及させることを目的とします。 ■応募資格 補助対象事業を行う者であって、以下の要件を全て満たす者で構成されるコンソーシアムまたは単独事業者を、補助対象事業者（代表補助事業者、参加補助事業者）とします。 ① 日本国内において登記された法人であり、国内に事業実施場所を有していること。 ② 本事業を実施するために必要な経営基盤を有し、事業の継続性が認められる者であること。 ③ 法人格を有する団体、有限責任事業組合（LLP）または地方公共団体であり、法人格を有しない任意団体等ではないこと。 ④ 本事業により取得した補助対象設備を、事務局が交付規程で定める取得財産等管理台帳に記載の上、善良な管理者の注意をもってその補助対象設備等を管理し、補助金の交付の目的に従って、その効率的運用を図る者であること。 ※ 事務局が検査等で固定資産台帳の提出を求めた場合は、これに応じること。 ⑤ 経済産業省から補助金等停止措置または指名停止措置が講じられていない者であること。 https://www.meti.go.jp/information_2/publicoffer/shimeiteishi.html ※ 補助事業を遂行するため、売買、請負その他の契約をする場合、もしくは補助事業の一部を第三者に委託し、または第三者と共同して実施しようとする場合の契約 (契約金額１００万円未満のものを除く) にあたっては、経済産業省から補助金交付等停止措置または指名停止措置が講じられている事業者を契約の相手方とすることは原則できない (補助事業の実施体制が何重であっても同様。)詳細は以下経済産業省HPをご確認ください。 https://www.meti.go.jp/information_2/downloadfiles/sochiyouryou.pdf ⑥ 公的資金の交付先として社会通念上適切と認められない者でないこと。 ⑦ 暴力団員による不当な行為の防止等に関する法律 (平成３年法律第７７号) 第２条に規定する暴力団または暴力団員と関係がある者でないこと。 ⑧ 政治団体、宗教上の組織または団体でないこと。 ⑨ 風俗営業等の規制および業務の適正化等に関する法律 (昭和２３年法律第１２２号) 第２条第５項により定める事業を実施する者でないこと。 ⑩ 補助事業の終了後、事務局または経済産業省の求めに応じて、事業の状況等について報告できる者であること。 ⑪ 会計検査院による現地検査等の受検に際し、事業者として会社単位で誠実に対応することが可能な者であること。 【重要】第2次公募に関するご案内（公募説明会でのご案内内容） 平素より「洋上風力発電人材育成事業費補助金」へのご関心を賜り、誠にありがとうございます。 本事業においては、令和8年度において第2次公募の実施を予定しております。 一方で、本補助金は予算上限（5億円）が設定されているため、以下のとおり取り扱います。 ■第2次公募の実施について 第2次公募は、第1次公募期間終了後に開始予定ですが、第1次公募の採択結果により、補助金の予算総額（5億円）に到達した場合、公募取り下げとなります。 ■応募検討にあたってのお願い 第2次公募への応募をご検討の場合は、上記内容を十分ご理解のうえ、あらかじめご留意くださいますようお願いいたします。 ■今後のスケジュールについて 第2次公募取り下げの場合、令和8年8月12日（水）を目処に、本ウェブサイトにてアナウンスを実施いたします。 併せまして、第2次公募のJグランツも、公募終了といたします。 なお、取り下げがない場合にはアナウンスは実施いたしません。 ■地理条件 特になし。 ■備考 業種制約なし。 ■問合せ先 パシフィックコンサルタンツ（株）「洋上風力発電人材育成事業費補助金」事務局 メール…
