■目的 本助成金は、生放送番組に字幕を付与する機器の整備に必要な資金について、NICTが予算の範囲内で助成措置を講ずることにより、放送サービスを利用する身体障害者の利便の増進を図ることを目的としています。本助成金は令和7年度補正予算を財源とします。 ■助成対象 本助成金の対象は、生放送番組に字幕を付与するための機器（※１）（以下「助成対象機器」という。）の整備（助成対象機器を既存設備に接続するための改修等含む。）に必要な経費であり、NICTが助成を行うことが適当であると認めたものとなります。ただし、現地調査費、設置工事費、既存設備改修費（※２）、保守費等に係る経費は対象から除きます。 ※1 生放送番組に字幕を付与することに限定して使用するＰＣ及びソフトウェアを含む ※2 原状回復のための既存設備の修理や更新、助成対象機器を除く既存設備の更新・増設等に係る経費、機器の購入に付随する保守サービスに係る経費 ■助成金の額 助成額は、当該助成対象経費の2分の1に相当する額を上限とします。 申請総額が予算を超過した場合、字幕番組制作の経費低減効果が期待される先進的な技術を用いた機器整備に重点を置いて予算の範囲内に収めるための調整をします。また、特に地上波放送に係る申請の場合、関東広域圏、中京広域圏及び近畿広域圏を放送対象地域とする民間地上基幹放送事業者を除く放送事業者に係るものを優先することとします。 ■助成条件 申請事業者が以下の各事項を満たしていることを要件とします。 一の放送事業者の生放送番組に字幕を付与するための機器の整備に当たり、これまで本助成金の交付を受けたことがないこと（※３）。 助成対象事業を的確に遂行するに足る能力を有すること。 助成対象事業を的確に遂行するのに必要な経費のうち、自己負担分の調達に関して十分な能力を有すること。 助成対象事業に係る経理その他の事務について的確な管理体制及び処理能力を有すること。 助成対象事業で機器を整備した翌年度から5年間の当該機器の具体的な利用計画又は利用方針が明確であること。なお、申請者が一の放送事業者と異なる場合、当該利用計画又は利用方針について当該一の放送事業者と合意していること。 ※３ 本助成金の対象事業者は、放送事業者のほか、放送事業者が生放送番組に字幕を付与する作業を依頼する外部の事業者（外注業者）も含めることとします。そして、外注業者が複数の放送事業者から同様の依頼を受けることも想定し、生放送字幕番組を放送する一の放送事業者に対して整備する機器一式を対象とします。したがって、同一の放送事業者向けに助成対象機器を整備することに対する助成は1回限りとなります。 ■公募期間 令和8年1月13日（火）～令和8年9月30日（水） 公募期間は次の3期に分割します。いずれも17時必着とし、第1期及び第2期の期限を過ぎた申請は翌期の申請とします。また、第3期の期限を過ぎた申請は受理しません。 第1期：令和8年1月13日（火）～令和8年3月31日（火）17:00 第2期：第1期公募締切後 ～令和8年6月30日（火）17:00 第3期：第2期公募締切後 ～令和8年9月30日（水）17:00（必着：期限を過ぎた申請は受理しません。） 各期の公募で申請総額が予算の上限に達した場合、それ以降の期の公募は行いません。 第2期公募以降で予算を十分に確保できない場合、それより前の公募に比べて助成率が下がることがあります。ご注意ください。 ■応募方法 補助金申請システム（Jグランツ）に加え、メールで申請を行うことも可能です。詳細は参照URLをご確認ください。 ■問合せ先 国立研究開発法人情報通信研究機構 デプロイメント推進部門 情報バリアフリー推進室 Tel: 042-327-7207 お問い合わせ | :情報通信研究機構 (NICT) ■参照URL https://www.nict.go.jp/info-barrierfree/nict/realtime-capsys/index.html
